The Ontario Institute for Cancer Research (OICR) is seeking an Informatics Team Leader to join one of Canada’s most dynamic medical research teams, working in one of the country’s premier medical research institutes. The Prometheus Informatics Platform is undertaking an ambitious program aimed at providing open source, best practice solutions and best-practice infrastructure to medical researchers in the Province of Ontario. This will include the development of an open source laboratory information system (LIMS), online questionnaire solutions, and open source database and best-practice data management solutions. A highly-skilled team is in place, and much of the underlying physical infrastructure has been built. The Prometheus Platform includes work integrating medical and research databases, data digitization efforts, and interaction with the Institute for Clinical and Evaluative Sciences in Toronto - all aimed at providing a world class resource for clinical, epidemiological and genetic epidemiological research and practice.
We now need an exceptional and experienced IT professional to take the role of Informatics Team Leader. The Team Leader will lead a team of developers (using Linux, MySQL, Java and other technologies) and work with a range of people to implement informatics solutions and infrastructure in a diverse range of research settings. The successful applicant will have an extensive track record as a manager, leader and organizational entrepreneur. Well developed communication and relationship building skills are paramount. Experience in dealing in modern clinical and/or medical research settings are advantageous, but not essential. The Informatics Team Leader will report to the Director of the Genetic Epidemiology Program at OICR, but will have a high degree of independence and autonomy.
The responsibilities include:
• Work independently and manage the staff and information technology and computing needs of the Prometheus Platform as part of the development of core enabling infrastructure for genetic epidemiology in Ontario;
• Manage a team of programmers to provide architecture, develop and manage software solutions to support medical research and other core resources being developed, such as the Ontario Biospecimen Research Platform;
• Represent the OICR Genetic Epidemiology Program in a number of forums to assist in the implementation and use of developed systems;
• Work in a collaborative and entrepreneurial environment with other members of the Genetic Epidemiology Program at OICR, with other OICR teams, and with partner organizations such as the Samuel Lunenfeld Research Institute at Mount Sinai Hospital in Toronto;
• Work closely with the OICR IT support team to develop and implement software solutions and hardware infrastructure;
• Direct and assist with the architecture, design, development and implementation of software infrastructure in a hands-on and collaborative manner;
• Develop and manage the information and communication technology architecture and infrastructure for a large provincial research enabling facility, including managing the installation, implementation, maintenance and upgrading of software;
• Play the lead role in organizing documentation and archiving and support data analysis and data dissemination via web-based portals;
• Represent the Prometheus Platform and the OICR Genetic Epidemiology Program to a range of diverse stakeholders to ensure effective implementation and use of developed systems and software;
• Manage the collaboration of various investigators in various branches of clinical, epidemiological and genetic research with respect to the establishment of laboratory information management systems and other software, and with regard to hosted databases;
• Facilitate researcher access to the clinical, epidemiological and biospecimen resources within the Platform;
• Recommend policies and standards and develop procedures for the effective and efficient operation of systems and networks and ensure their implementation;
• Advise on strategic and planning issues related to informatics;
• Document the design process;
• Manage the IT program and budget;
• Ensure compliance with all relevant policies and practices;
• Other duties as directed.
QUALIFICATIONS
• Undergraduate degree or postgraduate qualification in computer science or related field;
• Management qualifications are desirable, but not essential;
• Additional technology certifications and/or software development certifications are desirable;
• Minimum of 15 years working experience in informatics software development May require the ability to work extended hours to meet deadlines;
• Ability to work irregular or extended hours to manage events, conferences and trade shows;
• Ability to undertake occasional travel to represent Prometheus at meetings, conferences and other events;
• Ability to work independently in a team environment;
• Requires tact, discretion and good judgment;
• Excellent interpersonal and organizational skills;
• Excellent oral and written communication skills;
• Ability to work cooperatively as a member of the Genetic Epidemiology team and within the OICR environment;
• Ability to maintain confidentiality of extensive personal health information and to adhere to the highest standards of professional ethics;
• Minimum of 15 years working experience in informatics software development for large-scale data management and analysis or in a related management position;
• Team creation and supervisory experience in a related environment;
• Budget estimation and budget administration experience in a related environment;
• System availability and performance reporting in a related environment;
• Proven experience working in an innovative, complex, fast-paced environment;
• Ability to describe in detail and operate within the Ontario healthcare infrastructure;
• Experience with software in a genetics, medicine, epidemiology or related environment desirable;
• Experience with the following technologies and software development methodologies is desirable:
o HL7 data specifications and messaging protocols;
o A range of open-source technologies including Java, Linux, LAMP, Apache, MySQL and J2EE;
o Enterprise Application Integration and Enterprise Service Bus design and implementation;
o Software pattern design, utilization and conformance;
o Familiarity with the Eclipse IDE;
o Familiarity with automated testing and load testing tools;
o Familiarity with Ontario Public Service EAPM and Project Delivery Framework;
o Expertise and/or certification within Agile Development;
o Detailed knowledge of the Canada Health Infoway EHRS Blueprint;
o Familiarity with Laboratory Information Management Systems, Hospital Information Systems and Health Information Database.
• May require the ability to work extended hours to meet deadlines.
